Understanding the NOE CPC Framework

Established in 2007, the NHS North of England Commercial Procurement Collaborative (NOE CPC) is wholly owned by the NHS, offering tailored procurement solutions for the healthcare sector and public organisations. By harnessing collective buying power and specialised category knowledge, NOE CPC strives to provide compliant and innovative procurement options that generate significant cost savings for the NHS.

NOE CPC Framework Overview

The Consultancy and Associated Services framework (NOE.0570) has been established on behalf of NHS Procurement in Partnership (NHS PiP), a collaboration of four NHS procurement organisations. This framework offers a streamlined solution for contracting authorities seeking approved consultancy firms and service providers, promoting compliance and efficiency.

Asbestos Consultancy

Taking the complexity out of asbestos management, our experienced, trusted consultants undertake a broad range of consultancy support services to aid our clients including the development of comprehensive asbestos management plans, the review of asbestos contractor method statements to ensure compliance and asbestos register reviews to prioritise any remedial action required.

As part of our compliance support services, we also offer system audits and management plan compliance audits/reviews which ensure duty holders have a clear plan with fundamental systems and processes in place and that it is communicated to all key personnel. Asbestos Removal Specifications

Our asbestos removal specification services assess the risks and capture the preferred techniques for managing each asbestos-containing material within the context of the building works. Our consultants prepare the specifications with our clients, taking into account locations, methodology and the extent of the actual asbestos removal activity which has been planned.

Working collaboratively with all contractors on site, the specification will take into account all information and knowledge provided by your contractors.

Developing EHS Management Systems

An Environmental, Health and Safety (EHS) management system is a framework of policies, processes and procedures which help an organisation to manage risk, drive continual improvement and operate in compliance with health, safety and environmental regulatory requirements.

Our expert team of EHS Consultants have extensive experience in developing and implementing EHS Management System across a wide range of businesses and industries, and in providing support and advice to clients to achieve certification.

Developing a range of risk assessments and control measures

In the UK it is a legal requirement for all employers to conduct risk assessments of their activities and work environment. Employers with more than five employees must document these risk assessments. These are generally documented in workplace risk assessments which may be specific to particular areas, or activities, or a combination of both. Risk assessments must be completed by someone with the right experience and competence to do so and reviewed on a periodic basis or when significant changes occur.

COSHH and REACH

Unlike a generic risk assessment, a hazardous substance risk assessment, also known as a Control of Substance Hazardous to Health (COSHH) risk assessment, specifically identifies and assesses the potentially hazardous substances that could cause harm to people within the workplace, members of the public and the surrounding environment.

A hazardous substances COSHH risk assessment allows duty holders to effectively minimise the potential risks and manage any residual hazardous substances risks through implementing preventative measures and safe systems of work, in compliance with the EH40/2005 Workplace Exposure Limits.

UK REACH applies to all chemicals, whether they are hazardous or not. A chemical does not need to be a liquid – it may be a gas, a powder or even a solid. For example, rolls or sheets of copper or aluminium may be treated as chemicals if they are supplied as raw materials.

Health and Safety policies and management

The implementation of an effective management system supports an organisation in ensuring a structured and consistent approach to reviewing and mitigating EHS risks.

Developing and implementing an EHS Management System is not a legal requirement. However, if your operations are regulated under an Environmental Permit, you are required to develop and implement an Environmental Management System to help you control any potential emissions associated with your activities.

Streamlined Energy & Carbon Reporting (SECR)

From April 2019, the UK Government introduced legislation intended to simplify and streamline various existing annual carbon reporting and accounting requirements for quoted businesses, large companies and large LLPs in the UK.

We can support throughout SECR by delivering:

Energy Performance Certificates

Energy Performance Certificates (EPCs) are required whenever a property is sold, rented or newly built. An EPC rates the energy efficiency of the building, from A (most efficient) to G (least efficient). It also includes recommendations of how to reduce energy consumption within a building.

From April 2018, rental properties will be required to achieve minimum energy efficiency targets. Landlords will not be able to legally let a non-domestic property with an EPC Rating of less than ‘E’. This relates to new tenancies and renewals. However, from April 2023, this will extend to all existing tenancies; with F&G rated buildings essentially phased out of the British rental property market.

Delta-Simons can provide cost-effective EPCs for the non-domestic sector, for property transactions and/or new lease agreements. In addition, Delta-Simons can also assess the implications for individual assessments or entire portfolios to reduce risk.

Simplified Building Energy Model (SBEM)

All new non-domestic buildings must comply with Building Regulations Part L2A, and demonstrate achievement of minimum energy and carbon performance targets.

The Simplified Building Energy Model (SBEM) is an approved method for undertaking compliance assessment for Part L2A. SBEM models a building’s energy consumption based on its geographical location, scale, shape, orientation, materials, construction, fuel sources, building services and controls.

Delta-Simons can work with your design team to produce cost-effective SBEM calculations for your new build or refurbishment project.

Energy Audits and Efficiency Reports

Energy Savings Opportunities Scheme (ESOS)

The Energy Saving Opportunity Scheme is a non-voluntary reporting requirement that requires qualifying organisations to identify potential energy efficiency measures.

Net Zero Carbon Footprinting, Offsetting and Certification

Net-Zero is an ambitious target for governments, companies and institutions to dramatically reduce mankind’s impact on the environment and to prevent the most damaging effects of climate change.

Significant cuts in emissions are needed over the next three decades (45% reduction by 2030 and 80% by 2050).
