Purpose
Delta-Simons were employed to prepare and submit a full planning application and technical environmental support to obtain consent for a gas to grid peaking power plant at an industrial facility in Carlisle.
We were additionally asked to undertake a technical and procedural rebuttal against an unworkable planning condition that was imposed which caused potential contractual risk for the Client relating to the divestment of the Site.
Scope of Works
- Desk based planning feasibility and technical constraints review.
- Environmental Planning Support including advice on wording of technical operating planning conditions and minimising future operational risk.
- Air Quality assessment.
- Noise Assessment.
- Flood risk review and operational implications.
- Ecology and Arboricultural surveys.
- Landscape Appraisal and advice on planting schemes.
- Review of access constraints and proposals.
Outcomes / Client Benefit
- Delta-Simons secured planning consent for the proposed development with only three planning conditions to discharge.
- Identified potential flexibility in the site design to be included at planning stage to accommodate any potential future insurance and general operational flood resilience requirements outside standard planning requirements.
- Actively managed risks on-site which reduced the risk for further capital expenditure from the Client late into the project and supported in protecting infrastructure from potential future flooding events.
- Successful rebuttal and ultimately discharged an unworkable planning condition on air quality.
- Obtained 24/7 maximum operational use to provide the Client flexibility to meet the requirements of National Grid contracts.
